... rich folks can use to "love" their dogs. Don't have a dog if you can't take care of them properly.

I read the community site, Nextdoor, for my area, and there are endless series of posts of lost or found dogs who escaped electric fences. I'm flummoxed... I never let my dog out of my sight.
