Any brits out there? I'm looking for a poem they might be familiar with.

It's a short poem, which describes the narrators observation of ordinary people. Sounds like he was on a walk and comes across "an ordinary person" -- probably someone who is busy working in the yard or preoccupied with something. They have a moment where they see each other and the ordinary person comes alive with recognition. I don't know that much transpires except recognition and maybe a subtle hello. And then the ordinary person looks down and disappears again. I think the narrator is left wondering why the interaction can't go beyond that.

I read the poem on a British newsgroup site, many, many years ago.
