Normally I’d agree with you, but you can tell this dog is loving it.
An old friend has a champion standard and from puppyhood they learn to respond positively to the attention and time it takes. When the dog isn’t competing she acts as silly and goofy as any other dog. And absolutely adores any extra attention.

I imagine the dog had white fur and it was shaved but how did they groomer get the black parts?
Or did the dog have black fur, and some parts were bleached white?

I think the dog will get a lot of extra attention from people and he will love it.

to turn black, but does not change the fur color. Thus, a white appearing dog may well have black skin underneath.

https://dogdorable.com/what-dog-breeds-have-black-skin/

Dog breeds come in all shapes, sizes, and colors. The melanin in the skin is the deciding factor of the color of your dog. Sometimes genetics and melanin team up in your dog’s body to produce hyperpigmentation or Black Skin Disease.

While the symptoms may be alarming, these conditions are not severe or life-threatening. Hyperpigmentation may need some treatment to guard against infection, while Black Skin Disease is usually only a cosmetic disorder.

Similarly, a polar bear has black skin and white (transparent, really) fur, but for a different reason. The black skin of a bear allows the skin to absorb more heat from the sun's rays.
