He also financed Luciano's earliest liquor selling efforts.
We might say Maranzano, who came up with the "all bosses are equal" idea, although he never fulfilled his promises. Later, Luciano did, by forming The Commission.

Weir might have been the other because he was in both Pigpen and Garcia's camp.

From his biography of Jerry Garcia, Blair Jackson wrote:
"Garcia and Lesh determined that Weir and Pigpen were not pulling their weight musically in the band.
Most of the band fights at this time were about Bobby's guitar playing."
Late in the year, the band relented and took Pigpen and Weir back in full time.
