Male rays and skates (as well as sharks) have claspers while females do not. Claspers are modifications of the pelvic fins and located on the inner margin of the pelvic fins. They are used to transfer sperm to the female during mating. Females do not have claspers.

That's basically the only way to sex them. There's a theory that it's used to clamp on during mating, but it could also be a remnant from when they had legs.
