Possibility #1:

It is forbidden to open this door! You are not to walk through the doorway. Anyone who violates the rule will be severely punished!

Possibility #2:

Whatever you might wish to open, the door won't permit you to open it. A journey of a thousand miles begins with a single step, but you aren't allowed to take that step near the door. The above prohibitions are to be considered a single regulation (enacted pursuant to a statute that will remain nameless), and we admit that we feel it is necessary for us to violate the Geneva Convention by making cruel punishment the penalty for violation of the regulation.

It could also mean that whoever translated it to English didn't have a fucking clue what they were doing.

Violators will be strapped to a chair in the Lounge Town Square, their eyes will be propped open, and they will be forced to watch every single Republican debate from start to finish.

They'll be begging for mercy in 2 minutes. Thus proving that punishment CAN be used as a deterrent for others.

Walkers will be prosecuted.

I had to ask the waitress what it meant. It meant

"Check" Walkers will be prosecuted.

The poor period lost its job to a comma in the translation between English and Chinese.

Just a simple punctuation mark trying to warn people of the imminent danger of punishment and along comes some upstart with a flashy tail and, faster than you can not walk from the door, period is cast aside like yesterday's ink spot.
