4. How Jane Byrne got to be mayor of Chicago ...

Mayor Bilandic (sp?) was done in by major snow that caused traffic issues. So Jane Byrne won the next mayoral Democratic primary (Republicans need not apply for the job).

Sometimes, the weather just beats you down.

I used to live in central GA. We could have some fairly bad winters, but winter only lasted a week or two. I never saw snow there, but the ice storms would break the hardwood trees, bend the big pines, and cause cars to collect at the bottom of hills, abandoned. There was no way to get the cars up the hill until the next day, when the inevitable thaw came.

The governor of the state did not help push my car up the hill, dammit.

3. I would suggest Mississippi, except that it's ALWAYS the embarrassing state

of this or any other month. Maybe it could be the Embarrassing State Emeritus. Here's a recent example:
