They can't reach the base of their tails very easily, and the scritching will send their tails shooting up. When a cat raises its butt and sticks it in or near your face, it's its way of saying "Hello, I love you".

...when their mothers licked them. Personally, I think that's the psychological door that humans get their feet into with cats. Females in particular have a reflexive butt rise in response to pleasurable stroking near the base of their tails-- it's a quasi sexual response-- and dammit, it's just a fine spot to have scratched, since they can't scratch it themselves.

There is a bundle of nerves near the base of their tails. When you scratch them there, it feels good.

I scratch right the base of the tail and he just happy meows, purrs, and generally goes nuts for it.
