Seriously, are we no longer teaching kids to look both ways before crossing the street?

In the past week I've come extremely close to hitting a child with my car and trust me that is something extremely low low low on my list of things to do. Both times the reason I almost hit the child is because the child darted across the street without looking where they were going and fortunately for me I have anti-lock brakes. What galls me is that the first one, the kid was actually with his mother and the mother did nothing to control the child or have him look where he was going or god forbid walk a few more feet to the street crossing where they have one of those silly 'Walk/Don't Walk' signs. Instead the kid darted behind my car as I was parallel parking, he must have started when he was in my blind spot because I didn't stop the car until I was almost hitting him. What was even more annoying, the mother actually laughed at me when I asked her why she didn't pay attention to her child crossing the street.
I live in the city and I see this all the time with kids - they just cross anywhere and they never look.
So seriously, when did we tell kids just cross anywhere because we can assume everyone keeps good maintenance on their brakes and can stop their car on a dime if necessary.
