I've been getting this strange spam lately...

Ads from solar power companies (and others,) about 3-4 a day with this in the subject line:

"?ISO-8859-15?B?V2lsbCB5b3VyIGxvY-W4g,YmUgYXBw,cm9-2ZWQgb3.IgZG_VuaWV,kPw==?="

Anyone else getting them?

It's an encoding standard used to render foreign alphabets. Your email client (or your browser if it's webmail) doesn't know how to interpret ISO 8859-15 so it's just displaying it literally rather than decoding it. Someone who speaks the foreign language (or who regularly receives emails in it) would have an email client that would render the characters correctly.
