You've got to use a Craftsman model 1019 laboratory edition Signature Series torque wrench - the kind used by Caltech high-energy physicists and NASA engineers. And a split second before the torque wrench is applied to the ruler, it needs to be calibrated by top officials of the state and federal departments of weights and measures to be dead-on balls accurate. (It's an industry term.) Do you have the certificate of validation?

Granted the basic SI definition is for the meter, but simple arithmetic can fix that.

The metre is defined as the distance travelled by light in a specific fraction (1/299,792,458) of a second.

Back in the day you could tell with a dollar bill which is supposed to be 6 inches long, but everyone knows a dollar doesn't go as far as it used to.

Not all rulers are accurate and there are stories of factories finding themselves with rulers having significant error. And why people who take measurement seriously will only trust a instrument with a proper Calibration Certificate traceable to National Standards.
