So in terms of Walking Dead villains.....

George W. Bush is to The Governor as Donald Trump is to Negan.

In other words, the old villain was undeniably and justifiably awful and terrible in his own right and you don't think you'd get any worse than him.....and yet the new villain comes along and makes him look tame in comparison.

(I'll go ahead and say that the Tea Party are the folks from Terminus.)

Or, to put it in terms of Game of Thrones, George W. Bush is to King Joffrey as Donald Trump is to Ramsay Bolton.
