Question for Sci Fi fans

Does anyone know this story or the author? I'm sure the anthology I read it in was published more than 30 years ago. It's about a young boy walking along a beach on a chilly day. He discovers a bottle and releases a genie who has been cursed to be in the bottle until released by a human, and must then grant him 3 wishes. Without giving away the story to those who might not know it, the kid's first wish is truckloads of ice cream, but the genie takes evil delight in granting the second two wishes, which seem benign to the child. It was a really good story, and it popped back up in my mind because it reminded me of the people who voted for Donald fucking Trump because they "wanted change."

If you can remember that you can google it and probably find it. That's how I found the author's name from a story I'd read years ago. Or you can google some Sci-Fi anthologies from the approximate year(s) and maybe recognize the title of your story that way.
