Only as a human being can you achieve liberation (nlightenment) from samsara (eternal suffering). In Buddhism, a modest aspiration is to come back as a human born into better circumstances. A moderate aspiration is to come back with leisure time to study and practice dharma. The highest aspiration is to come back as a human bodhisattva who works for the benefit and liberation of all sentient beings.

But coming back as a well-cared for dog is better than coming back as a half starved, worm ridden and neglected dog.

that's probably not how it works. If you're a human, you come back as a human. Not always a lot of fun.

I suppose that a dog who suffered and worked very hard as a dog stands a decent chance to come back as a well taken care of dog, but for us homo sapiens, no such luck.
