The inner bag is probably too "crumpled" to house all the necessary labeling.

Giant bakeries make the bread, wrap it in cellophane and then pack it in plastic bags imprinted with various labels for all their different customer's brands, then the identical bread gets shipped out to stores around the country to be sold under well known labels.
