Hey, Flag People!

Are there different rules for a small flag on a stick stickin' outa your lawn than for a regular big cloth flag on a pole?

'Cause the local flag-worshipper don't seem to mind when the little ones hit the ground is why I'm asking.

Would I be in the right to stand in front of their house and shout, "Bad patriot! Bad patriot!" ???

Explaining when possible that flag should not hit the ground is fine, but politely.
