It sounds like a rusty pipe being tightened with a wrench, carries through walls, and has this special weird painful effect on my spinal cord.

I need to stop rewarding them for doing it by not responding.

I imagine this owner needs to hide the damn bells when they go to bed or the cats would be ringing for service all night.
