finds those cages to be oppressive and barbaric devices of torture and restriction.

(sarcasm)

Those are very ornate and look well-crafted. Do you have to use a special kind of paint, birds being so sensitive to chemicals and such?

It is spray paint. Krylon. We prime first. Spray on the color. Then put a clear protection coat on. We have also painted quite a few rocks into 'bugs' and some just with designs. We put them into flower pots. The paint washes off when they get watered if you don't use the clear.
Plus it makes it shine.

From garage sales. The first one I did had an original price tag of $29.00. It was marked 5.00 and I talked them down to $3.00.

The red cage had been hanging in my tree and was yellow.. My friend had the other two cages in her shop.

We saw some real vintage parakeet cages at an antique sale for $30.00. No way, Jose'. Look in grandma's garage, for them. Or a second hand store.
