photoshop pricing

i saw this on another website. could this herald an adobe cc price increase? im using cs 5.1 becasue i dont like the software rental model.

if you go to adobe's site in germany the price they charge for photoshop and lightroom depends on your browser.
if you use chrome its 9.99 and if you use firefox its 12.29
