A lot of the problem is that the evacuation plan that Paradise had in place and practiced - from what I read their emergency drill this year successfully evacuated the 70% of the town that participated - didn't have any consideration I'm aware of for assembly points and counting heads. The priority was on getting as many people as possible moved as fast as possible, you will not get an argument from me about that as a priority. In this case made worse because of the speed with which the town was engulfed.
I think it will get better. Some families were separated and haven't reconnected yet, and the big jump at the end of the week came from a review of 911 calls and requests for welfare checks on neighbors or older relatives who may not have had email or cell phones
That said, having lived there for almost a decade at one point, I can picture worst case of hundreds of deaths. I will hope for better
