Traffic jam in the SF Bay Area

I haven't been away from my house and yard since the Stay at Home order came out. I'm listening to the radio, and they keep having traffic reports. Today, there was a traffic jam at the intersection of two freeways where an off ramp had been closed for work.

Why are there enough cars on the freeway to cause a jam? Are all these people flouting the order to stay at home? I know some people have to go to work, but enough to cause a traffic jam?

For those of us introverts, it's not altogether unpleasant (of course the reason for it is deeply unsettling)

I've been able to begin decluttering my place and THAT feels great (procrastinated forever)
