Gov. Jerry Brown to propose billions in new spending

SACRAMENTO — When he unveils his new budget plan Thursday, Gov. Jerry Brown will propose billions of dollars in new spending on schools, healthcare, social services and environmental programs as California reaps the benefits of an economic turnaround.

The governor's $155-billion blueprint would increase general-fund spending by more than 8%, to $106.8 billion. Brown also wants to repay $11 billion in debts incurred during years of state financial crisis, and he would stash $1.6 billion in a reserve fund as a buffer against future economic turmoil.

"Wisdom and prudence should be the order of the day," Brown wrote in an introductory message to his 271-page plan, which was leaked ahead of his official announcement, originally scheduled for Friday.

The document is also stuffed with far-reaching policy prescriptions, some likely to draw controversy. Brown wants to make it easier for local governments to issue bonds to pay for public-works projects, and he has reversed his opposition to releasing some elderly, sick and other low-risk inmates to help meet court-ordered limits on the state prison population.

Administration officials now expect a $4.2-billion surplus by the end of June — as opposed to the $26.6-billion deficit Brown encountered when he took office in 2011.

** Some of the money could go to help the homeless in CA, especially those abused by the Cities they are in.
and please don't send money to the City to help the homeless but to groups that actually can prove they are helping them.


As local Fresno activists have called for the Gov and State leaders to put a stop to the abuse (and death) of homeless in Fresno, Gov ignores their pleas.

On Christmas Eve a young homeless man found dead in front of a store, this week a group of teenagers beat a homeless man and savagely killed his dog. These are not the 1st death or beatings of a homeless person... nor will it be the last if Gov Brown or the US Attorney General don't put a stop to it.

I continue to post on DU the plight of the homeless in Fresno, CA without there being any known results. I post here hoping those who read about the CA budget contact their state Reps and the Governor to ask them why do they let the homeless in Fresno suffer at the hands of the City.

Man found dead outside northeast Fresno shopping center spurs homeless outcry

The overnight death of an apparent transient whose body was found Monday morning in northeast Fresno can be the kind of side effect that results from chasing the homeless from one part of the city to another, advocates say.

City officials shut down several homeless encampments this year and now it's policy to prevent the homeless from setting up new camps. Officials said the camps, constructed of tarps and pallets and cast-off furniture, were a health and fire hazard as well as a magnet for crime. Homeless advocates, however, say pushing street people from one place to another is a futile shell game.

Police and emergency workers reported finding the body of the man in a shopping center at the northeast corner of First Street and Bullard Avenue. The man, who apparently went to sleep on the concrete next to a store, was found by a security guard who at first thought the man was just asleep. The guard then contacted police.

Mike Rhodes, who up until recently, has been the editor of a small progressive paper in Fresno, the Community Alliance, and has been reporting since 2002 about the increased abuse of the homeless by the City of Fresno and the tragedy of the homeless deaths on the streets of Fresno, and a suspicious death in a hospital. I included below the 2013 reports of abuse.
