Kemp bans many gatherings, orders shelter in place for ‘medically fragile’ in Georgia

By Greg Bluestein

Gov. Brian Kemp announced a series of measures Monday to try to curb the spread of coronavirus, instituting a ban on many gatherings of more than 10 people and ordering a shelter in place for “medically fragile” residents for two weeks.

Facing increasing pressure to impose stiffer restrictions, Kemp also ordered the shutdown of bars and nightclubs across the state and gave the Department of Public Health authority to close businesses or nonprofits – including churches – that don’t comply with the rules.

His order bans all gatherings of more than 10 people unless they can assure spacing of “at least six feet between people at all times.” Grocery stores and other businesses that can maintain social distancing will remain open.

The shelter in place applies to people living in long-term care facilities, those exposed to the virus or residents with compromised immune systems from Tuesday to April 6. He also postponed the deadline to file Georgia taxes to July 15.

The Mayor and Commission unanimously approved an ordinance with a second declaration of a local state of emergency at their Special Called Session on Thursday, March 19.

The ordinance is designed to ensure that the maximum number of people self-isolate in their places of residence to the maximum extent feasible, while enabling essential services to continue, in order to slow the spread of coronavirus disease 2019 (COVID-19) to the maximum extent possible.

Athens-Clarke County is currently under a local emergency declaration in order to help slow the spread of coronavirus in the community.

Until April 7, 2020, unless extended:

residents are required to shelter-in-place 24/7 aside from essential activities, essential governmental functions, or to operate essential businesses (as defined in the ordinance);
businesses, except essential businesses and those operating and maintaining essential infrastructure, must cease all activities except minimum basic operations (as defined in the ordinance);
even businesses considered essential are required to maintain social distancing;
all public and private gatherings outside of a household or living unit, except for limited purposes are prohibited;
travel, except essential travel and essential activities, is prohibited;
"social distancing" is required to the maximum extent possible when outdoors or using shared spaces, which includes maintaining a six-foot distance from others, washing hands with soap and water for at least 20 seconds as frequently as possible or using hand sanitizer, covering coughs and sneezes, regularly cleaning high-touch surfaces, and not shaking hands;
For full details, including definitions and exceptions, read the final approved ordinance.
