Difficult to register at Driver License facilities

I recently moved, so I went to apply at the DMV to register in my new town.

Strangely, the receptionist guy told me I could only register there if I had something to do with my driver's license. He said it was a "new rule." So I was turned away, unable to register. I guess I have to mail in the form. I do not get home from work until 8pm, so I don't know where else I can go.

I was just wondering if anyone else has heard of this rule. The state website doesn't mention it. It says "Illinois' residents may register in person at the office of the election authority, at Driver's license facilities". Doesn't say that you'll get turned away if you're not taking care of your driver's license.
