Anybody got a clue to Dayton's or the DFL's strategy?

I assumed they knew that the GOP would do what they always do, backpedal and obstruct, which they did. Why do you veto a bill and then back down, then act shocked when the GOP demands more, (too close to whining for me I am afraid)? Am I missing something?
He has been at this politics thing for a while. Is he getting any backup from the DFL or is it as it appears they left him twisting in the wind? Where are his MN Governor image people in all this?
