De Blasio vows to act on carriage horses, living wage

Mayor Bill de Blasio vowed to act soon on two of his undelivered promises: banning carriage horses from Central Park and expanding the city’s living-wage law.

During his campaign last year, Mr. de Blasio vowed to end the carriage horse industry in New York, citing animal cruelty. And early in his administration, he pledged to expand the city law requiring some subsidized businesses to provide their employees with a "living wage."

Thus far, the mayor has yet to focus on either. But at a press conference Tuesday, he claimed that with the city and state budgets finished, he will have more time to devote to the two initiatives.

On carriage horses, Mr. de Blasio said he will work with the City Council, many of whom are skeptical of his plan, to introduce a bill banning the industry. Previously he had said it would be one of the first things he tackled when in office.
