editorial: Region needs protection from hazmat hauling

From the Editorial Page, BGM

After every disaster comes the time when the question is asked: How can we prevent this from happening again?

Binghamton, Owego and Elmira ponder prevention after river flooding destroys homes and businesses. Ithaca is now reflecting on what can be done to keep trucks from hurtling down its hills and crashing into buildings, as one did June 20 and killed a woman in a downtown restaurant.

Discussions on preventing community disasters are to be applauded — but it's getting from talking to doing that really counts.

For the last 14 years, New York has been mired in the talking stage of preventing the periodic disasters resulting from hazardous material traveling through communities. Every day, water supplies, schools and businesses in our region face the risk that an accident involving a truck carrying hazardous material will bring a disaster to their doorsteps.
