Schumer threatens cuts to cripple Hudson Valley power plan

Senator Charles Schumer waded deeper into a battle over energy pricing in the lower Hudson Valley, announcing he plans to introduce legislation that would defund any effort by the Federal Energy Regulatory Commission to implement a new electricity-pricing scheme.

Schumer's proposal is a modified version of an amendment the House passed in July. That measure was sponsored by Republican Chris Gibson and Democrat Sean Patrick Maloney, who touted it as a bipartisan victory over a recalcitrant federal bureaucracy.

At issue is a new "capacity zone" that sets prices higher for electricity produced in the lower Hudson Valley to encourage power generators to move closer to New York City, at the expense of local ratepayers.
