He can get away with less. But he loses ground unless he gets 40% of them.
The margin is almost as slim as one can get.
About 2,000 votes between him and the 40% line.

But if he doesn't withdraw, state election law takes over and NYC gets a runoff, AFAIK.

one. I think this 40% city primary rule is dumb.
