Bill would require CPR training for all high school students

Assemblyman Luis Sepúlveda, D–Bronx, has introduced a bill that, if passed, could make the difference between life and death.

According to the American Heart Association, only 32 percent of cardiac arrest victims receive cardiopulmonary resuscitation from bystanders, although immediate, effective CPR can double or triple a victim's chance of survival.

The bill (A.8232) would require all high school seniors to take part in CPR training, which will be provided within the school's health education curriculum and increase the number of people capable of providing effective CPR.

The meat and potatoes of the bill stem from Sepúlveda's own life experiences. As a junior high school student, Sepúlveda earned his CPR certification. A year later, at the age of 14, a freshman in high school, Sepúlveda was able to put his CPR certification to good use. He used the Heimlich maneuver, a skill required to be certified in CPR, to save the life of a man in his late twenties who was choking on a sandwich at Kellogg's Diner in Brooklyn.

Weisenberg says he supports any CPR bill that would encourage students to learn the life-saving skill. "The ultimate goal of this legislation is to save lives. How that occurs is a small matter compared to the value of a life saved," said the assemblyman.
