Cuomo seeks overhaul of regulations on electric vehicles

Gov. Andrew M. Cuomo, in a move designed to foster the growth of electric vehicles in the state, is looking for ways to create a network of 3,000 charging stations in public places and workplaces within five years. To that end, Mr. Cuomo has directed the state’s Public Service Commission to review its policies to boost the acceptance of electric vehicles.“Removing the regulatory barriers will encourage New Yorkers to use fuel-efficient vehicles, as well as grow the clean energy industry and create jobs in the state,” Mr. Cuomo said in a released statement.

The Public Service Commission is seeking public comments to help identify regulations viewed as burdensome. The public comment period will be open until July 3. Key issues the commission is considering include how best to ensure the stability of the grid in the event electric vehicles become widely popular and determining whether charging stations should be regulated like utilities.The commission will also consider questions of jurisdiction to determine the best way to regulate the fledgling electric vehicle market while ensuring its continued growth.
