If a county must be split, it should never be split into more than 2 adjacent districts.

The redistricting commission (2D, 2R + 1 I, former Pitt Chancellor Mark Nordenberg) has said they will count prisons in their home communities, NOT in the communities in which they are jailed. This will have the effect of decreasing the Census population of the largely small and rural counties where the state prisons are generally located.

This is a positive for a fairer redistricting process.

The LRC vote was 3-2 in favor of ending "prison gerrymandering" with Nordenberg casting the tie-breaking vote.
