Study finds public universities directing more of their aid towards wealthier students (Inquirer)

This article in the Phila. Inquirer was prepared in cooperation with the Chronicle of Higher Education and the ProPublica investigative journalism organization. It finds that most public universities have responded to state cutbacks in funding by chasing wealthier students. More aid has been shifted to merit aid, particularly for out of state students who are charged much higher sticker price tuition, and less institutional aid is available to financially needy students. In effect, the 4 year public universities are telling low income students that they should stick to community colleges.
