is that the Horsehead Corp. has already made plans to move from that site, taking the jobs with it. If the cracker plant does not materialize, that is a total loss for Monaca.

This whole thing never made much sense, since pipelines to get to Monaca would cost as much as putting pipelines in to transport the gas to the coast where it could be exported. We all know that they do not want to keep the gas here in PA and benefit us.
