Deadline is Tues Oct. 28th to submit absentee ballot application
If you know anyone who needs an absentee ballot in order to vote in November, they need to have their application to their County Voting Office be RECEIVED by 5 pm. Tuesday October 28th. You can print out the application online, but it must be signed and sent in, and cannot be faxed. This should be done ASAP so there is still time to mail in the actual ballot.

The actual ballot must then be filled out, signed and sent back to the County voting office so that it is RECEIVED by 5 pm. on Friday October 31st - which is 4 full days BEFORE election day.
If the ballot is hand-delivered to the county voting office, it must be delivered by the voter or after filing out the following certification saying that the person dropping off the ballot is authorized.

Yes, I know these rules are archaic, but that is what we have to live with. PA has some of the least voter-friendly rules in the US.

The government issued photo ID law was overturned. However, for an absentee ballot, there are still identification requirements that are described on the link. For example, you can include your state driver's license no. on the form or certain digits of your social security number.

An ID can also still be required at a voting center if it is the first time you are voting at that location. The rules are not as strict as was required under the old government photo ID law. If you have a problem at the voting center, ask for a provisional ballot, but then follow through with an ID later to make sure your vote is not thrown away.
