Dallas Mayor Rawlings angered after council signal support for across-the-board civilian pay raises

Mayor Mike Rawlings was visibly angered this morning after a majority of his City Council colleagues voiced support for a plan to give civilian employees an across-the-board 3 percent pay hike instead of merit raises in next year’s budget.

“Just unbelievable,” Rawlings said following the non-binding straw vote at the end of a budget briefing at City Hall.

The proposed budget allows for the use of $3.8 million toward either a 3 percent pay raise for all civilian employees, or for merit increases that would average 3 percent when distributed among civilian employees.

Rawlings and five other council members backed a plan to use the money for merit raises, arguing that the best employees should be rewarded for their superior work.
