This is all I know so far - the State Democratic Executive Committee, with three votes in opposition, elected to move all precinct conventions from the night of the primaries to the county/senatorial district conventions instead. This could mark the end of the fabled "Texas Two-Step," although 25% of delegates should still be allocated by convention.
My biggest concern is that the SDEC just drove a stake through the heart of Democratic grassroots activism in Texas, and at the worst possible time.
In the interest of fairness, however, this is how Glenn Maxey describes the vote:
The only thing this does is remove a redundant step that is widely unpopular by rank and file Democrats. In a non-presidential year like 2014, those who attend a Tuesday night precinct caucus are the same people for the most part who attend the County Convention. All actions that occur at the Tuesday night convention are still going to take place. Only in 2014, those precinct caucuses will be held as the first step of the County /Senate District Conventions.
This will save the State Party almost $10,000 dollars in printing and shipping costs of minute and sign in forms.
This will end the conflict that occur for our Precinct Chairs who also serve as Election Judges and also wished in the past to lead their Tuesday night Precinct Conventions. Under the new Rules, they now can deal with closing the polls and delivering election returns without a conflict.

(892 posts)As precinct chair, the move will save me the trouble of contacting the voters, explaining the process (again), and then being disappointed when only 3 people show up (me, my spouse, and the one other person who always shows up).

(145,079 posts)As I understand the rule changes, technically the two step remains in place in that a percentage of delegates will be allocated at the Senate District/county convictions. In 2010, I was the only person who showed up for our precinct conviction. I may be working as an election judge for the primary and so I am happy with the rule change

(30,252 posts)I got my information straight from SDEC members who were blogging about it on Saturday. The overall mood from people seems to be that this is a step in the right direction - some folks who have been precinct chairs longer than I have love this development.

(145,079 posts)The DNC has been threatening Texas because the DNC rules say that there can not be a caucus and primary on the same day. In addition, during 2008 some precinct conventions did not get started until 10 PM or so. I know that my precinct convention did not finish until after 9 and I was still doing paperwork until ten.
This rule is for the 2014 convention and if there are problems these problems can be addressed before the 2016 conventions.
