Texas Department of Insurance announces new rules for health care navigators

People in Texas hired to help consumers sign up for health plans as part of the Affordable Care Act now must complete 20 extra hours of training, the state insurance commissioner said Tuesday.

The Texas Department of Insurance issued final rules to bolster the training of so-called navigators who received federal grants to help people buy coverage on the federally run health insurance marketplace. The rules don’t apply to certified application counselors who didn’t get a federal grant or to insura .nce agents.

“These rules will help ensure Texans have confidence that anyone registered as a navigator has passed appropriate background checks and received the training they need to safeguard a consumer’s most sensitive and personal information,” Texas Commissioner of Insurance Julia Rathgeber said in a statement.

Navigators already must complete between 20 and 30 hours of federally mandated training. Texas’ requirement is in addition to the federal training.

Paper and potty trained would be a good start.
