It continues the attack on Greg Abbott for siding with corporations over people in his official capacity as a public servant -- in this case a victim of rape.

One, it is expensive.
Two nobody is paying attention.

You want to run ads when 1) you have money to spend and 2) when people give a shit.

If people dont give a shit, now one cares. And if you dont have money, no one can care.

It is not as simple as "start running TV ads now"
