State auditor slams multi-million HHS contract that skirted myriad rules
A multi-million, no-bid private computer deal was fraught with insider help from a top Health and Human Services official who wasnt even authorized to be involved with the contract, according to a review from the state auditor.
The new audit becomes the latest broadside against HHS management that allowed computer company 21CT to obtain a state contract that ballooned $5.9 million to more than $100 million over several years.
The contract was supposed to provide anti-fraud software that would help detect doctors or patients gaming the Medicaid system.
A top administrator at HHS, Jack Stick, helped guide the project and select 21CT for the contract. Stick, who resigned earlier this year after reports on the contact by the Austin American-Statesman, had close business ties with the companys lobbyist.
