then there aren't going to be many changes. The power of incumbency and gerrymandering limit any changes in Austin.

As far as the U.S. Congressional delegation is concerned, the district that is most likely to see a change in District 23 that stretches between San Antonio and El Paso. The incumbent is a Republican, Will Hurd from San Antonio, who lost to Francisco Canseco in the GOP primary in 2010. Canseco won the general election in 2010. Canseco lost the general election in 2012 to Democrat, Pete Gallego of Alpine. Hurd won the 2014 election over Gallego by 2,500 votes. Hurd and Gallego are the candidates for this election.

Hurd is a CIA case officer while Gallego is a prosecutor, former state representative and also served as an assistant in the AG's office. The 23rd district is a majority Hispanic district and it is the only competitive district in this election.
