Richmond Mayor Levar Stoney says he hired a former state official despite a 2015 conviction for embezzling nearly $240,000 because he believes in redemption.
Steven Hammond Jr. pleaded guilty in U.S. District Court to stealing money intended for substance abuse education while working as a program coordinator at the Virginia Department of Alcoholic Beverage Control.
Stoney hired him in late January to serve as an executive assistant, a position Stoneys office said is primarily clerical, though Hammond regularly accompanies Stoney to events.

In pleading guilty, Hammond admitted to creating false payments to nonexistent programs that depended on grant money to fight underage drinking, issuing 77 checks that were cashed by friends, who split the proceeds. The theft began as early as 2009 and was discovered in 2013. ... Hammond embezzled money that was intended to help save lives and improve public safety by combating underage drinking, Dana Boente, U.S. attorney for the Eastern District of Virginia, said after Hammonds guilty plea.
