"None of the officials asked whether Bulletproof was licensed, said Bulletproof spokeswoman Stacy Pearson. That's because the firm and the officials were putting their focus on safety, she said."

"Gogebic contacted Bulletproof on June 30 seeking help with security during the July 4 holiday because local law enforcement would be stretched thin during that period, according to Parrella. He said his firm had just three hours to assemble a team before driving from Arizona to Wisconsin.

Licensing did not come up until the firm had been in Wisconsin for more than a week, when mining opponents raised it, Pearson said. The company halted its operations in Wisconsin on July 10.

The letter from Parella was included in hundreds of pages released Friday to the Journal Sentinel under the open records law. Those records do not explain why the state decided not to sanction Bulletproof."

So it seems there are two class of people in Wisconsin... Corporate people who will not be ticketed for not having a permit, and working people who will be ticketed if they do not have a permit.
