Of course he is so naturally a hawk that he really wants to open up the economy whatever. But cause he has had the virus, his inclination currently is to be quite dovish as he knows how horrid it can be. Thus this mixed messaging. If he hadn't have the virus it would be a much clearer - get your arses to work, we are not paying for you to stay at home anymore message.
