'suburban curtain-twitchers' refers to ... what would we say in the US of A ... teary-eyed homebound rubber neckers? bleeding heart liberals who don't want to get involved?

It still amazes me how succinct and parsimonious Brits are with the English language. They combine words and deliver exact meaning in ways that never occur to our best wordsmiths.

Unfortunately, dissecting and culturally explaining a paragraph like that is a dissertation for a longer day.
