Embarrassing question on accented characters

I'm normally ok with Windows user stuff but just can't quite seem to solve how to simply use accented letters. I have 7 at work and 10 at home. I used to know the standard shortcuts like alt +0233 for e acute from memory but they no longer work on either system (anyone know since when or how to get them back?). I can get the letters using character map but that's clumsy and slow. I tried a quick web search but I saw just the same options as above.

What am I missing? Thanks!

I have a tendency to use the upper row numbers. This works on word at leastt but strangely enough in a DU post window you get wingding type designs:

I believe it must/should be the right-side ALT key. Sometimes it can be picky.
