Questions about upgrading Mifi (hopefully not too OT)

I heard Verizon is going to start charging an upgrade fee of $30 on April 22! So I was thinking about upgrading my mifi from 3G to 4G. I use it 3 hours a day so it's important to me. I commute from Chicago to the far suburbs, and as far as I know 4g might cover about half of that ride, unless the coverage has increased since then.

I was wondering if it is better to upgrade my mifi, or upgrade my phone (which expires in a few months) and use the mifi on my phone instead. I know there used to be problems using the phone's mifi, but I thought maybe they've been resolved, and was wondering if that is still the case. I don't talk on the phone much, but would like to be able to use it for email when I'm online using my laptop, so if it just interrupts phone calls it's not too big a deal, just wondering.
