Should it be in AZ against Sinema-D or in TX against Cruz-R?

No reason for it not to happen.

I'd say AZ because it would be more winnable. However, shouldn't he run where he lives?

Scott Kelly is the only Democrat that can win a US Senate Race in TX. He can appeal to Moderates.
Democrats are going to win AZ with US Representatives Gallego or Stanton.
