Civility is very easy if you like people. It's much harder to be civil with people that you don't particularly care for.

There may be some ethnic group out there that you don't have much in common with. You think their women are ugly, their cuisine is nauseating, their music sounds like cats fucking, and their common core beliefs are repulsive. But those are just opinion on your part and they are still entitled to live and let live. It's possible that they hold the same opinions about you. You should still treat each one you meet with dignity and respect, smile and be civil, and then be on your way. If you do that for a while, you may find that over time, those opinions that you were so sure were true, aren't so true any more.

Yep, it's much easier to like Ugandans. I can assume Geoffrey Oryema is the norm and Idi Amin is a bizarre aberration. And I'll never go to Africa, so I'll never know. With LA I don't have that luxury, and have to like, or dislike, them the way they are. And you know, when hair metal happened, boy, was it tough.

And really, most people judge cultures on no more information than that.
