I don't have this 100% with the unpledged delegates but

Only 15 states and 4 territories have all of their delegates allocated.

That leaves 35 states and DC that have not had all of their delegates allocated.

If unpledged delegates were required to declare within say 10 days after their state's election we would had known sooner when Hillary reached the number.
